About ARFAC-Dev

ARFAC-Dev is a Burkinabe Association created in March 2023 and based in Ouagadougou, Burkina Faso. Born from the vision of researchers, practitioners, and development actors, ARFAC-Dev mobilizes its expertise to serve urban and rural communities in addressing the pressing challenges of poverty, local governance, inclusive development, and climate change. The association promotes climate resilience, sustainable natural resource management, and local capacity building through applied research, training, advisory services, and the implementation of innovative community projects.

Urban Resilience to Extreme Heat (AR Fund – LOI submitted)

This project targets the cities of Ouagadougou, Bobo-Dioulasso, and their peri-urban municipalities to reduce vulnerability to extreme heat waves.

Objectives

  • Integrate Heat Action Plans (HAPs) into municipal policies and budgets.
  • Implement nature-based solutions: urban forestry, agroforestry corridors, shaded markets, reflective roofs, cooling shelters, and green spaces.
  • Develop demonstration sites for Climate-Smart Agriculture (CSA) in partnership with research institutions.
  • Pilot innovative community financing mechanisms (local funds, microcredit).
  • Strengthen the capacities of women, youth, informal workers, and internally displaced persons (IDPs).

Pilot Agro-Sylvo-Pastoral Farm (in development, Saaba, Burkina Faso)

The Koala Agro-Sylvo-Pastoral Farm is a pilot site developed by ARFAC-Dev on a 2.3-hectare area, dedicated to demonstration and training in agroecology and climate-smart agriculture (CSA). This family land, secured by a Rural Land Property Certificate (APFR), is leased by the association to serve as a platform for experimentation, learning, and transfer of sustainable technologies.

Objectives

  • Serve as a demonstration center for agroforestry, agroecology and CSA.
  • Provide practical training to youth, women, and local producers.
  • Host students in partnership with academic institutions.
  • Promote integrated practices (agriculture, forestry, pastoralism) for a productive and resilient ecosystem.
  • Develop sustainable rural entrepreneurship and strengthen resilience to climate change.

Local Governance (funded by The Hague Academy)

In 2023-2024, ARFAC-Dev successfully established a partnership with The Hague Academy for Local Governance (Netherlands) under a 150,000 USD project entitled 'Inclusive Local Economic Development and Entrepreneurship in Comoé Province'. Implemented in five municipalities, this project enabled training of local authorities, cooperatives and displaced populations, promotion of women's and youth entrepreneurship, and facilitation of multi-stakeholder dialogue. Despite a fragile security context, the project was executed on time and within budget, demonstrating ARFAC-Dev's capacity to manage international funds and generate concrete community impact.

Organs

The ARFAC-Dev association is structured around three main organs:

Niveau 1

The General Assembly (AG)

The General Assembly is the sovereign body of the association. It defines the major orientations, amends the statutes and regulations, and gives discharge to the Executive Board.

Main Responsibilities

  • The election of members of the Executive Board and the Audit Committee;
  • The adoption of accounts and management reports;
  • The approval of the annual activity program and budget;
  • The authorization to join national or international organizations;
  • The decision on the admission, suspension or exclusion of members.
Niveau 2

The Executive Board

The Executive Board is elected by the General Assembly to implement the adopted decisions. It ensures good governance of the association and has the following main responsibilities:

Main Responsibilities

  • Ensure administrative and financial management;
  • Keep up to date the registers and official documents (members, minutes, contributions, reports);
  • Prepare and convene General Assemblies;
  • Present an annual activity report, balance sheet and preliminary budget;
  • Ensure the legal and regulatory compliance of the association.
Niveau 3

The Audit Committee

The Audit Committee ensures control of the association's financial management. It presents an annual report to the General Assembly and contributes to strengthening transparency and accountability.

KARA Amara photo

KARA Amara

Executive Secretary

Sociologist and social change pedagogue, expert in project and program management, Mr. KARA Amara is currently pursuing an online MBA at UNICAF University. With more than 25 years of experience, he is recognized as a change management strategist and specialist in rural and local development. He notably served for six years as President of a Local Council, thereby strengthening his understanding of local governance issues. As a researcher, project coordinator, development advisor, country representative of NGOs and founder-manager of a consulting firm, his career illustrates a rich professional trajectory marked by action-research, project and program management, as well as organizational and institutional development. Driven by the constant concern to improve living conditions, particularly those of the most vulnerable populations, he co-founded ARFAC-Dev as a unifying instrument and bridge to address the challenges of climate change, local governance and inclusive development.

General Secretary

Mr. OUATTARA holds a Master's degree in linguistics and is currently pursuing a Master's in the same field. He has coordinated several translation and literacy projects, strengthening his expertise in communication and local governance. Trained by The Hague Academy for Local Governance (Netherlands), he coordinated the Inclusive Local Economic Development project in Comoé province, funded by international partners. He also holds an advanced leadership certificate from the Maui Haggai Institute (United States) and a certificate in migration and local authorities governance obtained in The Hague, thereby consolidating his skills in governance, leadership and community development.

Financial and Accounting Affairs Manager

Mrs. Hema is graduated in secretarial-accounting and has more than 20 years of experience in administrative and financial management of community organizations and cooperatives. She has worked with programs supported by Lux-Development, TRIAS and AFDI, where she ensured budget management, accounting monitoring and preparation of financial reports. She speaks French and Dioula.

Dr. Paligwende NIKIEMA photo

Dr. Paligwende NIKIEMA

Environmental Issues and Sustainable Development Manager

Researcher and practitioner in forestry, agroforestry, soil fertility and climate change, Dr. NIKIEMA holds a PhD in Forestry (Michigan State University, USA), a Master's in Agroforestry (KNUST, Ghana) and a Forestry Engineering diploma (IDR, Burkina Faso). He also conducted a post-doctorate (University of Manitoba, Canada) on greenhouse gas emission reduction and carbon sequestration in agroecosystem soils. With more than 30 years of experience, he has worked on agroforestry, forest inventories, soil management, statistical data analysis and spatial modeling (R, Python, ArcGIS, QGIS). He also has expertise in assessing and implementing Best Management Practices (BMPs) for GHG reduction and adaptation to climate change in agriculture and forestry.

Ives Mohamed NIKIEMA

Communication & IT Officer

Mr. Ives, Computer Engineer, is responsible for developing and maintaining ARFAC-Dev's digital communication strategy, including the website, social media presence, and online project visibility. He also provides technical support for data management, reporting systems, and digital tool to enhance collaboration and outreach.
